How do I skin the turn computer off box

I have WB 3.51 and when downloading skins I saw the "turn computer off" box was skinned. But when I put the skin on it does not skin this box. Do I need to get ver.4 or is there another answer? Why wont it skin?

You need version 4 and that only works with XP.
