'Force add new tab support for all windows' doesn't work

Exactly as the title mentions. 'Force add new tab support for all windows' simply doesn't add the new tab support. I have one automatic group, which is for 'pwsh.exe'. The only way I can get the '+' button is by opening a second instance from the taskbar, ctrl dragging to the first. It would be great if this worked as mentioned.
