specific windows Keyboard Commands not passing through to secondary PC

I want to be able to lock a secondary PC with my keyboard. I can use the Windows key just fine on the secondary Display, but as soon as I use a hotkey combination like Windows + L to lock the PC it simply locks my primary. I want to pass these keyboard commands through. How do I accomplish this?
