Window Blinds 10 Causes Visual Studio 2017 to crash before or during Splash

Experienced on build 1803, 1709, 1703 and 1607

I started having trouble loading Visual Studio Community 2017 after installing Window Blinds 10. I've experienced this crash before and through trial and error realized it was nothing to do with the version I was running, it was in fact Window Blinds. I also started experiencing constant signouts on Google Chrome upon installing Window Blinds 10.

I know this can be added to an exclusion list, but ironically that did not help Visual Studio nor Chrome.
