refreshing icons/flashing

Hi. I'm not sure if this is a Fences issue or not, but thought I'd ask. My icons constantly refresh so it gives the effect of flashing. I'm not sure if this is Fences or a bug with my Windows 7. Any thoughts on how to troubleshoot and find the source? I have Fences 3, but it was doing it with 2 as well - I updated hoping that would fix it.
