Fences 3.08.1 causes DirectX games to fail to launch on Windows 10 64-bit 1803 "April Update"

I recently installed the demo of Fences and enjoy the product (it reminds me of an almost identical feature in K Desktop Environment on Linux), but the issue is when I try to play a video game it can't initialize DirectX. Admittedly the pool of games I've tested is small and obscure, but they run perfectly fine without Fences running. If this bug can be resolved or mitigated I'll probably pick up the paid version on payday.

 

The games tested are:

DCS World

Command Air/Naval Operations

 

The computer is running Windows 10 64-bit 1803 "April Update" with GeForce 1070 graphics and an Haswell Core i7 4770K Intel CPU. (If needed I can submit a dxdiag page.)

 

I'll note that the games both use different versions of DirectX in very different ways: one is a flight simulator using DX11 while the other is a wargame using DX9 to render a 3D map more smoothly.
