Error in GovernmentDefs.xml file: "element 'Mod" is not allowed for content model"

I just downloaded the Crusades expansion along with some other DLC (gold edition pack on steam). Now I get this error every time and some of the in-game events are bugged and come up as blank notices, but I can still click through them and otherwise the game runs fine. Still, I'd really like to fix this. I am playing as a custom race but only used the built in files or editors and didn't create any of my own. Please help.

Was the custom civ created before or after you got Crusade?

Are you encountering the problems only when playing as that custom civ?

Custom civ was created after I got crusade and the problems are still there whether I play the custom civ or not. I just clicked through a game with the Terran Resistance to check that. So it seems the custom civ has nothing to do with it. It's just the first thing I tried in the game.

Also I can see text on the tech tree that shouldn't be there -- it's in the governance section, second lowest branch. In the pop-up tooltips it has things like "Arstocracy_displayname_government", and so on for every government type. I'm starting to think this is a patch issue or version issue? It's like some of the game variables are misplaced or something.

There are have been reports of text not displaying, but we have not been able to replicate this.

First step is to verify files and see if it works after that.

I did that too. Nothing changed unfortunately.

A few more ideas.

Go to Galactic Civilizations III\DLC\EXP3_Intrigue\English and delete the Text folder, then verify integrity of files.

If that doesn't work the last resort would be to delete all GC3 files as instructed here and reinstall. Make sure to backup any civs and ship designs before doing this.
