Windows Explorer issue or feature by design

I have 2 separate windows of Windows Explorer and I selected (focus is on) 2nd window and I open new instances (windows) of Windows Explorer and the new windows are always grouped with the 1st window instance. I'd like new windows to be grouped with the selected window.

I did not test this with other application windows, but my guess it's no different with other application windows.

For me, It depends how I set my Groupy setting. If I set the application grouping to

Off : Automatically group identical Windows

on : group newly opened windows while Ctrl key press

It will goup into to the active windows explorer.

But if you have the setting to

on : Automatically group identical windows

off : group newly opened windows while Ctrl key press.

In this case, my finding, it will always group into the latest added groupy tab,

Note: Tested on Windows Explorer only, might be different on others.
