Can't drag and drop desktop icons into fences

Wont allow me to drag and drop desktop icons into fences

Hello, I'm having a problem of not being able to drag and drop icons and programs into fences.
When I try to drag one my mouse changes to the circle with a line. This is very frustrating. Can anyone help?

P.S ~ this is only when fences's process is running.
