Hanging after Administrator Prompt

Weird issue;
Fences causes hanging issues when running any programs as administrator. The screen goes blank, showing desktop only with cursor for about 2 min (I have timed it several times). So basically everytime I run a program as admin I have to wait 2 min before it then shows my desktop icons again. Uninstalling and reinstalling Fences or Beta Fences resolves the issue for about an hour but then the problem comes back.
If I uninstall Fences, the problem does not return.
I was using this software on a Dell Latitute before without issue, so I think it is a conflict with the new HP machine, perhaps a driver issue? But they are all up to date.
Running on HP EliteBook 840 G4 Window 10 x64bit
I have looked at the Event Log but nothing stands out as helpful so not sure what else to try.
