New windows 10 load, only wants to uninstall START10

A WINDOWS 10 update caused several computers to no longer work. reloaded with Windows 10 disk. Loaded Start 10. Icon for Start 10 appears but when I click it only wants to uninstall. Wont come up so I can register and use.
