How do I group a small set of icons on individual lines/rows within one window?

Within a single fence/window is there a setting that I can use to allow me to place a small grouping of similar icons on single row/line?

For example, within one window; a single line/row of icons/links for browsers, then under that line, a row of MS Office icons/links and then under that row/line, another separate row/line for different types of utilities? Each row would have a different number of icons, but it would be easy to see and use the icons that are in their specific row.

I know that I can create a separate window for each grouping of icons, but I would prefer fewer windows on my desktop.
