The mouse pointer doesn't change to the resize pointer when at the edge of an application window. This is only happening in the secondary computer. (See Images below)
You can still resize the application window by guessing where you need to put the pointer before holding down left mouse button and dragging but the mouse pointer never changes it look to indicate you in the right spot.
This is also the case when you put your mouse over a text box you don't get the mouse typing pointer.
