start10 won't install

After a recent reinstall of Win10 on my desktop, my start menu shows Start8. When I try to reinstall Start10 (after downloading it), I get this error message:

"The following minimum system requirements for this system were not met:

Operating System Windows 10, Windows Server 2016

The Setup will now abort"

I have Start10 on my laptop with no problem. What should I do?
