Resource mining distance

So, I haven't played all that much, but the last game, I noticed that whenever I went to put a mining base near a strategic resource, the AI had already claimed it, and it was being sent quite far away to their mining base, even though mine was closer, and it was within my borders.

Now, in my new game, I put down my first mining base, and it is 4 or 5 hexes away from a resource, and it is not being mined.  How can you tell how far away your station can be?  The AI seems to have a huge range, getting resources that are nowhere near their bases.

 

Also, side question - First time mining a relic, and it says "All construction - Colony", does that mean all my colonies, or the closest one?  I don't see anywhere that links the starbase to any particular colony.

Six hexes away is how far you can be between your base, and the resource without any bonuses. If you are slynne you get distance bunuses. Ideology gives you bonuses. If starbases are set up after you left an explored area that is not near a starbase, or a planet then you dont see it untill you put a ship there. Life support, techs, and random events are some ways to explain range bonuses.

Normal distance for resource starbases is max. 5 hexes. That can be extended by techs to 6 or 7 hexes, I don't know by heart whether more is possible.

Resources already claimed by the AI cannot be reclaimed by you unless you destroy the AI starbase. But I never saw the AI linking resources to far away starbases. That is only possible with output from asteroid mines (where the link line goes to a planet, not a starbase), but not from resources. Do you have a screenshot?

Bonus counts for all colonies, that's the reason relics are so important ;)
