Pro versus Enterprise

What does 1KVM Mean?

When the license for pro says "1 KVM" and the enterprise says "9 KVM" is this the number of concurrent KVM connections or TOTAL KVM connections? In other words if I am connecting to 2 machines via KVM but only ONE AT A TIME do I need enterprise or can I do this with Pro?
