Ship flaw?

Ships don't add techs

started a game in crusades.  I have worked heavy in research during my start up.  Whenever I research either a Missle defense or armor my star bases have the new tech available for adding on.  My ships don't get them on the default ships.  I can go to the designer and add them on.  My current biggest ship in the balance category is the titan m15.  It has zero armor and zero missle defense.  My defense I researched for a speciality was armor.  My kinetic ships have no armor defense just shields which they all have.  Under the missle ships I have a fortress m13 with zero missle defense with a 72 shield.  I played a game before crusade and the ships would add the techs as you gained them.  I have looked through the forums to see if this was an update and a balance issue however have not found anything about this.  

I am playing the Terran alliance on the largest map possible against 9 other AI players.  I am upto 9-17-2262 and have the "northwest" map to myself.  I have not made any contact with any of the other AI players.  They haven't seeked me out either.  However the drengin sent me a message about me killing one of there administrators and that whenever we meet it means war.  I don't have any players in my diplomacy screen.  Also some player has twice stolen tech from me.  Again I have not found any AI players. [not looking either as I am building up my tech]. I am ranked 3/10 in production and 2/10 in research.  

I am thinking there is a couple of bugs at work here just not sure, throwing out a question to see if it is or I missed a post about this somewhere.

If I understand correctly what you're asking, it doesn't work that way.  A new tech is available to new ship designs, not to existing ships.  You can produce a new ship design, or the designer may do it automatically (though it might not be what you want). 

Then you can Upgrade an existing ship to that design at the cost of $$ and time.

 

No idea about the diplomacy thing.

It sounds like a random event where you assasinate some ones leader.

If i understand you right you are talking a preexisting design, because they recommend customising your ships if you expect to win.

Correct the preexisting designs.  I can go into the designer and the new techs are there to put on the ships.  I just remember though it did somewhat add them to the preexisting designs.
