Fences won't start in Windoes 10

I am on windows 10 and have been using fences a few months now.  Today when I started computer up Fences program didn't load.  I purchased thru steam and steam is running.  I try and launch Fences and I get a popup saying "This app can't run on your PC."

 

1717649 is build number in steam under properties/local files.  The verify integrity of application files is grayed out and unclickable.

 

Should I uninstall/Reinstall?

Are you using a Windows Insider build? I would first suggest reinstalling and see if that works.

I am running the latest version 3.0.8.1 and I have exactly the same issue. Fences won't start on startup unless you right click on the desktop. The first time I right click on the desktop it doesn't even show the Configure Fences option.
