Cannot Move, Adjust, Create or Delete Fences

Running Fences 3 on Win 10 Insider Preview. It worked fine on my laptop, before my laptop dies. Installed it on my Desktop and it installs with three fixed fences. I cannot delete any of them. Cannot create a new fence, Cannot move them at all. Any ideas

Currently I have Uninstalled Fences because it's no use in its current configuration.
