Hmmm... is this similar to one of those 'some Chinese firm wants to register your domain name in China but we're here to help you if you register a worthless .cn top-level country code domain name with us first for only $' scams?
China and copyright do not currently mix - you also can't make money from a culture that still thinks Intellectual Property rights are nonsense and that pirating EVERYTHING (software, cars, phones, etc...) is absolutely ok. Not that they're poor - that hasn't been the case for a long time now.
