Keyboard Launchpad Issue

When I try to install the Keyboard Launchpad, my computer tells me:

"This app has been blocked for your protection. An administrator has blocked you from running this app. For more information, contact the administrator."

I have disabled my firewall and I am running the file as administrator. How can I get my computer to install the app?
