Ideology - Malevolent, Awe level 2 only affects Minor Races, which are no longer part of Crusade

Description of Awe level 2 bonus:
Minors Diplomatic Trade Value +50%
Minor races aren't included in Crusade, so this Ideology bonus provides no benefit. This also means that Awe levels 3, 4 and 5 cannot be reached unless the player takes this useless bonus first, in order to get to the higher levels.
(playing on Crusade build 2.31.4 with no mods)
