How much longer before a fix for Win 10 "Can't drop icon into rolled-up Fence" problem?

Any date estimate for a fix for this? It's a pain to have to turn off roll-up, drag the icon, then turn roll-up back on.

If you double click the title bar it will stay open. Then double click to close.

Hmm. Doesn't work for me. Maybe I can adjust my double-click settings.
