Transparency in Windows XP

I know this really doesn't have much to do with windowblinds but I noticed on the alien technology skin there are transparency buttons on the bottom right corner. I don't know how to edit wb skins but I was wondering if anybody knows of a way to make inactive windows like 50% transparent in windows XP or could explain how to edit a skin to do that. You'd need to use an external prog to do it. I think WindowFX can do a semi-transparency for inactive windows, although I'm not certain.
