Windowblinds4 and themes?

I have wb4 it works great with the themes it came with but whenever I download some new ones from here, it says it never finds anything in the folder I downloaded into, What am I doing worng?

Not sure I understand you question.
When you click on a Windowblinds skin, it should automatically get added to the list of skins you can choose from in the Appearance tab.

Stupid question, but you never know: you are downloading Windowblinds skins, right? Not other skins such as Winamp, Objectbar, Desktop X or others?

WB usually automatically installs the skins for me so when I download I don't have to do anything else. But in your case, if you are downloading and saving WB skins to another folder, you could use WB to browse to that folder and install using the "install from disk" option. Or have you tried that and are still having problems?
