Object Dock everywhere and command lines

Hi,
Is it possible to have a dock on each side of the desktop ?
To have the elements of the control pannel type "control.exe" in link and one of the following commands in the argument line :
desktop Launches the Display Properties window.
color Launches the Display Properties window with the Appearance tab preselected.
date/time Launches the Date and Time Properties window.
international Launches the Regional and Language Options window.
mouse Launches the Mouse Properties window.
keyboard Launches the Keyboard Properties window.
printers Displays the Printers and Faxes folder.
fonts Displays the Fonts folder.
folders Launches the Folder Options window.
netware Launches the Novell NetWare window (if installed).
telephony Launches the Phone and Modem Options window.
admintools Displays the Administrative Tools folder.
schedtasks Displays the Scheduled Tasks folder.
netconnections Displays the Network Connections folder.
infrared Launches the Infrared Monitor window (if installed).
userpasswords Launches the User Accounts window.
