This could be a desktopX theme or WindowBlinds theme.. Try checking those out (links are in the top left section of Wincustomize website

If you are unable to find it, i suggest that it is a StyleXp Theme (which i've heard alot about from my friends)

Hrm, could be any number of shell replacements as well. A lot of people use a Windows style taskbar in LS, Talisman, etc.

Could be a style xp theme as WasupBoy suggested. Pasley has ported a number of style xp skins to WindowBlinds, and some might be similar although none precisely with that task bar. You might want to search the WB library for Pasley and see if there's something you like.

There's also a port of a mac os skin called Milk that you could find in the WB library, but again, it's not the same skin.

The wallpaper is ethan's munkybot from DevArt.
Ya gotta love that little guy... he made alot of deviations featuring munkeybot & various munkeybot upgrades.
