Version 2.12, never opens on booting of desktop

Is this something people know about or should I reinstall. I've got 2.12 and Windows 10 boots fine but the fences are never there, nor are the shortcuts until I right click on the desktop.

Any ideas? Thanks!

The current Version of Fences [for Win 10] is 3.0.3

Version 2.12 may work within 10 but is likely to have [some] issues.

I'm running 2.13 on this machine however that is in Win7.
