Fences 3 (Win 10) unusable

Very frustrating.  Fences 2 worked just fine in Win 10 environment.  Upgraded to Fences 3 and now:

1. Slow boot issue - Fences is interfering with boot and it can take upwards of 10 minutes for the desktop to appear.

2. Cannot add portals - clicking on Fences options produces nothing

3. Cannot click-to-open anything in existing portal - no response

4. Cannot create new fences.

I have uninstalled/reinstalled; booted/rebooted, all the usual troubleshooting stuff.  We had no problems prior to version 3 (with Fences or PC performance) and problems occur just after upgrade.

Please assist with troubleshooting this mess
