Making Cursors

Is there a cursor program to create these cursors? I'd like to make my own but don't know if you need some sort of program.
Any recommendations?

if you are speaking about cursors for CursorXP then any graphics editor will do, as it uses PNG as format.
if you do not want to run CursorXP in the background, you need a special cursor editor that supports MS´s proprietary formats (CUR, ANI). i recommend ArtCursors 3.01b. http://www.aha-soft.com/
