"Configure Fences" Option Not Working

I recently re-installed Windows 10 and Fences 2.0. I had been using that combo for a good while before the reinstall, but now when I right-click the desktop and hit "Configure Fences," the only thing that happens is a brief spinning of the blue "thinking" circle next to the cursor, then nothing. Anyone have any idea what might be going on here?

Only thing I can think of that might be interfering is that I changed some services to "Manual" when I was trying to figure out another bug earlier, and maybe one of those needs to be turned back to automatic?

Barring a solution, is there any other way to force the configuration dialog open?

I just upgraded to Fences 3, and having almost no change, but now I see a window open for a fraction of a second before it disappears.
