Mac bar for XP

Can someone please help me?!?!?!?!?!?...I own a PC with XP and I want to have the bar that's on every Macintosh at the bottom of the screen which displays the programs in your computer. On this bar, when you scroll through it the icons of the programs the icons get bigger...I find it sooo cool, I want to have it on my PC if it's possible. I don't know what this bar is called but I've seen some screenshots in this website of people having it.
