Couple of questions :

1) Did you uninstall the previous Start10 and then reboot before installing the new version?  If not please do so in case that helps as files are sometimes not correctly replaced without the uninstall, reboot and reinstall.

2) If you use WindowBlinds 10.0.7 do you continue to have problems?

3) If you do not apply a WindowBlinds theme does the problem continue to exist?

4) What do you mean by WindowBlinds 10.46 beta does not start?

Does it matter which one you uninstall to make explorer respond correctly?

Sorry for the late answer

we tried both but Explorer are not responding even the Control panel hangs

Copy and paste text are difficult

wonder if it has to do with the graphic driver

NIVIDIA GTX 970 latest Version

the PC did funktion well before the Windows update

it is rather frustrading we never liked the Win 8 and 10 strange standard  start menu.

If you boot into safe mode both will be disabled and you can remove them.

Happy News

We did uninstall the latest

NVIDIA GeForce Game Ready Driver 372.90

and Windows automatically installed

NVIDIA
Date:    2016-08-25
Version:    .21.13.7270

or the GeForce Game Ready Driver
Version: 372.70 Versions datum: 08/30/2016

Now Stardock

WindowBlinds_10.46_beta and Start10_1.52

is running

Tips if You have GEOFORCE-EXPERENCE installed keep the auto update unchecked

until NVIDIA  fix a Driver that is Compatible with Windows 10 latest updates !

PS. We have send NVIDIA Feedback

thank You

Regards Svendus

EDIT: We made a test with a Clean install of NVIDIA GeForce Game Ready Driver 372.90

now it is running

but Window Blinds_10.46_beta has still difficulties with transparency in the menu bar

What problems are showing up with transparency in the menubar?

Several Programs did actuarily not run with NVIDIA GeForce Game Ready Driver 372.70

so we had to install the NVIDIA GeForce Game Ready Driver 372.90

for the cost of uninstalling WindowBlinds_10.46_beta and Start10_1.52

i think the windows Millennium update are the most unprofessional update ever

it did  also turn back all the settings for the local files to C:

we have all personal  files on D: (a rotating Hard-drive)

the system runs on two Sata6 SSD drives in raid0

all program temp files  were also mowed to the C: SSD drives <X3

Downloaded the W7 Display Driver for our LG FLATRON W3000H display

Now it is running

really strange

that with the Windows display driver Explorer was  hanging all the time

Apple iCloud do not function yet with MS Outlook

Outlook sent this error:

You can not open the folders. Unable to open the information store.

Good to run Stardock again on a PC that respond
