I know there is a thing where you can like be in an interactive chat with people in here. How do I get that? Does it cost money?

You need some sort of chat client. Trillian, mIRC, bersIRC. Alternatively visit https://www.stardock.com/stardock/chat. Once you have connected to #stardock type:
/join #wincustomize to get to the wincusto chat area.
