Control Panel In Object Dock

how would I go about putting a link to the control panel in XP on my object dock? ive tried making a shortcut and linking to that but it says it cant open it. any ideas?

Right-click the Object Dock icon you want to correspond to the Control Panel

For the Link use:
explorer.exe

For the Arguments use:
file:///::{20D04FE0-3AEA-1069-A2D8-08002B30309D}\::{21EC2020-3AEA-1069-A2DD-08002B30309D}

Does anybody know the Link and Argument for the screensaver shortcut? Any help will be appreciated....
