Windows 10 1607 Explorer Crash with Fences 3.0

Firstly, sorry for my english. 

I installed fences 3.0 to Windows 10 version 1607, After the reboot fences wont start properly. When i investigate problem on event viewer, i found that;

Also, after the crash, i cant open Customize Fences application. When i try that, fences say,

"Fences dos not appear to be loaded. You may need to reinstall Fences."
