how long to get my money $$ back ?

First i try to buy one program form stardock and then stardock cutoff my money. (around $2)

Then cut $9.99 (The price of product). So, how long i will get $2 back.

Sorry, i'm newbie in this.

The $2 is most likely a hold from your bank and comes off in a couple of days. That is the bank that is doing that.
