can't create new Fence.

This has only just started happening, if I left click on the desktop, make a rectangle, I get nothing, if I right click on the desktop, drag to make a rectangle and the let go of the right mouse button, I don't get the create new fence option all it does it goes to the right click context menu.  Have uninstalled Fences then reinstalled it but still to no avail.  I did a search for this issue button found nothing substantial to explain what the issue is or even a resolution to it.  My OS is Windows 10 x64 Pro edition (surprise, surprise, the still seems to be a lot of issues with Win 10 and some software).  Is there any sort of fix for this, if not what do I need to send to Stardock support (file wise) to have this looked at.

What version of Fences are you using? The latest version is v2.13. 

Go into the Fences configuration and make sure Fences is enabled.

According to Fences it's 2.91, Fences is enabled, still can't create a new fence.  Might have to uninstall and remove all references to Fences in the registry (again) to see if that will work, didn't last time but will try again.
