Why can't you ask allies to go to war?

As the title suggests, when people are not allies I can ask them to go to war but when I form an alliance with them, the option is missing when you would expect that to be an even better time to ask for that sort of collusion.

I believe it's because you have an alliance and it's implied that your allies will go to war with you. If not, they break the alliance and suffer a diplomatic penalty.
