you have to have IconPackager to use it. Go here: https://www.wincustomize.com/skins.asp?library=2

After you have that installed, apply an icon pack and it will change the icons on your computer.

RTFM....read the friggin manual! It's in the Iconpackager directory where you installed to...

It's called IconPackager.chm....
