My AMD FX8350 x8 machine starts in 26 -28 seconds from cold to usable desktop That's without fences. With Fences it's 34 - 36 seconds. Mind you, I do have Ultra Fast Start enabled in the BIOS
My Intel 4970K machine starts in 36 -38 seconds from cold to usable desktop without Fences. With Fences its around 44 to 46 seconds. Again, Ultra Fast Start is enabled in the BIOS.
Yes, it's true, my AMD machine starts faster than my more powerful Intel one. Imagine that!!!!!

All up, my Intel machine cost in the vicinity of AUD$3500. That's the cost of the original parts [CPU, RAM, etc] that went into the upgrade of new case [CoolerMaster Cosmos II] new mobo [ASUS Maximus VII Hero] and graphics card [ASUS GTX680 x2 8gb GDRR5 MARS III]
My AMD machine was around $2000 with brand new everything.... and still a very respectable machine speed-wise after several of its parts have been superseded once or twice since building In actual tech age that probably means 3 or 4 times because I usually wait for price drops on new hardware before purchasing.
Funnily enough, my little HP 2-in-1 boots to a working desktop in around 30 seconds. Mind you, it doesn't have a lot to load in the way of programs and services, etc. 'Rapid Boot' is enabled in the BIOS and the OS is on a M.2 SSD, meaning no spin-up and instant access at power on.
Re-allocating the startup timing for Fences won't change the overall boot time...only the order of load..

I once read there is a registry edit for Win 8.1 to make Fences load faster, but I don't know if there is one for Win 10, or whether it would work for Win 10. Thing is, it does enable an almost instant desktop with working Fences and icons.
