Minor annoyance that has been around forever. e.g. Planetary soil upgrade (first teraform), unlike other teraform techs, is always in the buildable list even if plant can't use it
Yeah, if I have a very high class planet with no more 'land space' on it, then the terraforms stay in the buildable list even if they can never use them. (Not just soil)
This might also be making the AI failing to build higher level terraforming. Not confirmed that tho, it's just a suspicion.
Maybe nicer just to have a "hide all unusable" button. So if for example I have a full planet but want to see what things i can swap out in it they still show up if i want them.
