Is there anyway to enlarge the icons to the size I want from icon packager?

Can't answer about Icon packager but the window advanced options in display can do that.

Control panel > Display > Appearance > Advanced button > More advanced button > Icon in the drop menu. Set the size and click ok out of all that

Open IconPackager ... Click on Settings .. Adjust the Icon Size setting. I keep mine at 48x48.
