Cannot Create Fence in Windows 10 Pro

I have been using Fences in Windows 7 Pro without problems. I upgraded my computer to Windows 10 Pro and I reinstalled Fences and entered my product key. I do see the default Fences, but I cannot create a new fence with the mouse (by dragging-hold and selecting the Create Fence option). I also cannot move icons out of the default fence assignment for a given icon type. I do not recall having this problem with Windows 7.
