Can't create new Fence since Windows 10

I have an active ticket on this problem but wanted to know if anyone else is experiencing it. Since going to Windows 10, I have not been able to create a new fence. The ones that existed before going from Win 8.1 to Win 10 were right where they were supposed to be but I couldn't add a new one. I am running Fences 2.13 and it is registered for this PC.

Anyone out there having this problem? Thanks for any info.

I would suggest uninstalling and reinstalling in case something went wonky in the upgrade.
