okay i dowloaded windows blind. now the skin i downloaded has a icon but it dosent open what do i do now

It doesn't "open". When you double-click on it, it just gets added to the list of available skins. To apply it, go to your display properties (right click on your desktop and select "properties"), then click on the "Appearance" tab. The skin should be listed there. Select it and click Apply.
Should do the trick.

Note that the shareware (free) version of Windowblinds will not load the skin again automatically the next time you reboot your computer. You'll have to apply it again. Also, certain features are disabled in the shareware version (such as the skinning scrollbars).

What OS are you using?

If you don't have XP, the tab is called "Visual Styles".
Here is the Windowblinds official documentation. It should answer all your questions: http://www.windowblinds.net/docs/

OK.
1 - Make sure you installed the program Windowblinds.
2 - Right click on your desktop and select "Properties" (or maybe it's called "Settings" in ME, I'm not sure.)
3 - If Windowblinds was installed correctly, you should have a new tab called "Visual Styles"
4 - You should see a drop-down list with all the available skins listed. Select one and click on the Apply button.
