That's actually a great idea, but I don't know how well it'll be used here. Most artists create things by their own hand from scratch

I think there is a Cowboy Bebop skin somewhere in here.

I am sure there are some fans for cartoons but it has to be some sort of close simularity and not use any copy writed material.

So make an Inspector Gadget skin or Tom and Jerry. Maybe even The Simsons or G Gundum.

Adult Swim whould be nice too, but it just can't be a copy of thier graphics.

copyrighted skins are deleted... skins can't any copyrighted themes or images... now if you were make a skin that would have specifically an Anime theme that would be great...
take a look at the toon xp suite... it is specifically a cartoon theme... I have seen it used with wallpapers of tiger, and tom and jerry... that is what it meant for... so if you were to make an Anime theme... it would go great with your Akira wallpaper... Vampire Hunter D, Ninja Scroll (Probably my favorite cartoon movie of all time), or even dragon ball Z. but the dragonball z themes were deleted so that their wouldn't be any lawsuits... or any legal action against wincustomize im sure... nothing against the author...
