I don't know about z-order, but you can set the other options you've requested on any skin you wish

Though you must select the Subterfuge Plus Sub Design. It adds three buttons to the bottom windows: Trans, Min to SysTray, and Always on Top

Rollup is on the upper left corner of the window.
