Ship Designer Questions

I was recently playing a game as the Terran Alliance and designed a template capital ship using an existing huge hull ship. I then saved the ship with a complement of weapons and other enhancements so I can use it on the map. However, once about 20 turns had passed during which one was built, I was unable to find it again in the ships list to be built. It was still visible in the templates list in the designer but I couldn't find it anywhere else. Anyone have any idea into what occurred?

Does the above template described carry over to a new Terran Alliance game that I start?

As you know the template is saved without weapons or any other cost related improvement. When you save a ship that you have outfitted all that is removed. You will have to choose the template and replace all of the weapons and improvements. When you are done you save the ship with the template choice unchecked. 

The Template and any ships you design carry over to in any future games, when you play that faction
