Starbase moduals not buildable 1.02

When I build a starbase it doen't give me the option of what type to build (mining, culture, ect.). So the only modal available to be built is the scanners.

Strange though, i am playing 1.02 and have not seen this (3 different races so far). Are you playing any mods? Something got corrupted?

Not having this problem either. It's your files somehow.

I disabled all mods and it was still a problem then I started a new game and it went away.
